Rubber bottomed shoes that kind of look like toe socks?

I saw someone with some shoes on yesterday, they somewhat reminded me of river shoes, they had a rubber bottom, the top was made of that stretchy river shoe material. had a velcro strap across the top of the foot and the toes of the shoes looked like toe socks. I have NEVER seen these before and would really be interested in finding out what kind of shoes they are and where I can find them... anyone have any idea what shoes I'm describing?
